Since 2014, 12 projects across England have been working hard to improve the support available to people facing Multiple Disadvantage. Each project is part of the Fulfilling Lives Programme: Supporting People with Complex Needs. This programme is funded by the National Lottery Community Fund.
Each project has a core delivery team offering a wealth of expertise in areas including; psychology, social work, peer mentoring, housing and addiction. Each team seeks to achieve system change, using evidence to identify ways in which services can work together more effectively, ensuring people don’t fall through the ‘gaps’ and that public service expenditure is as cost effective as possible.
The work of each project is fully informed by people who have faced Multiple Disadvantage, often for many years. Their expert knowledge is essential in ensuring that future service design and delivery is more suitable for those who need support the most.












Alongside the 12 Fulfilling Lives partnerships above, many other local areas are working to achieve system change for people facing Multiple Disadvantage. The Making Every Adult Matter (MEAM) coalition is formed of the national charities Clinks, Homeless Link, Mind and associate member Collective Voice. MEAM supports 27 local areas across England to develop effective, coordinated approaches for supporting people facing Multiple Disadvantage, using the MEAM Approach.
